“The One Who Stays”: Reflections on 17 Years of CASA Service


For seventeen years, CASA volunteer advocate Kelli Blevins has offered steady support to children experiencing some of the most uncertain moments of their lives. Her long-standing commitment is rooted in something simple but powerful: being a consistent, trusted presence for children who need it most.


A Commitment to Consistency

Kelli describes her favorite part of being a CASA with heartfelt clarity:


“My favorite aspect of the CASA role is the powerful commitment to consistency. In a child’s life that has been defined by instability, I get to be their most reliable adult—the one person guaranteed to stay. I can be a child’s one consistent voice in court.”


Children in the child welfare system often face many transitions and changes as decisions are made about their safety and well-being. CASA volunteers like Kelli help anchor them through those changes by being a steady, familiar adult who listens and advocates just for them.


The Profound Reward of Trust

For Kelli, what matters most is the connection she builds with each child.


“The personal reward from building that trust and making a difference in their life is truly profound.”


As their advocate, she ensures each child feels heard, supported, and represented—both in and out of the courtroom.


A First Case That Changed Everything

Kelli’s very first case as a CASA volunteer remains one of her most meaningful. Two baby siblings, both with complex medical and developmental needs, entered care together. From the beginning, there was concern about whether they could remain as a pair, let alone find a permanent home.


“It involved two baby siblings with complex needs who, truthfully, no one thought could be successfully placed together. It felt like an impossible situation, but through focused advocacy, we located a foster family that was a perfect fit.”


What followed was remarkable.

“Seeing that placement blossom into a forever family, culminating in the adoption of both children, was incredible.”


Today, those two children are thriving—and their connection to Kelli remains strong.

“The fact that I’m still a part of their lives and watch them thrive is the greatest payoff.”
